Delegates should be familiar with several key economic terms before they arrive at the conference, including:
subsidy - a government payment to a producer of a good or service, including to farmers.
externality - additional benefit or cost that is not paid for when it is produced. Examples of negative externalities include air and water pollution as a result of operating a factory. No one immediately pays for all of the costs of cleaning up the air and water pollution generated by the factory but everyone who is affected by it suffers from this pollution.
